1. Very finely chop the garlic and fry it gently in the oil in a small pan until golden.
2. Add the hoisin sauce and peanut butter and stir for 30 seconds.
3. Gradually pour in the water and cook, stirring constantly, for 2-3 minutes until smooth and of dipping consistency; if it's too thick, add a little more water.
4. Taste and sweeten with a little sugar if needed.
5. Toast the peanuts in a dry pan and chop roughly; slice the chilli thinly.
6. Pour the sauce into small bowls and sprinkle with the toasted peanuts and chilli.
